Content Policy

Last updated October 19th, 2026

This policy covers the servers run by FUTO Holdings Inc. ("FUTO", "we", "us"), which are marked as operated by FUTO on the Servers page. It applies to all content published to or served from those servers, whichever app you use to reach them.

If you use Harbor installed from Google Play or the Apple App Store, the App Store Content Policy also applies to you, and where the two differ, it takes precedence.

Every server sets its own policy

Harbor is built on the Polycentric protocol. Your content is published to the servers you choose, and each server operator decides what their server will host and recommend. This document is FUTO's policy for FUTO's servers only. Other servers have their own rules, which you should read before publishing to them. See Servers for how to pick servers, and Content moderation & removal for how moderation works on the server side.

Our approach

We believe people should be able to speak freely and decide for themselves what they want to see. On our servers:

  • We do not remove lawful content because it is offensive, unpopular, or because we disagree with it.
  • We do not rank or hide posts based on their viewpoint.
  • You control what reaches your screen. The tools for that are described below, and they work the same whichever server you use.

What we remove

We remove content from our servers only in a narrow set of cases:

  • Child sexual abuse material. Images are scanned against known-material hash databases and matches are deleted and reported to the relevant authorities.
  • Content that is illegal in the United States, where FUTO is based, or that we are ordered to remove by a court with jurisdiction over us.
  • Credible threats of violence against a person or group, and incitement to imminent violence.
  • Non-consensual intimate imagery.
  • Copyright infringement, on receipt of a valid takedown notice under the DMCA.
  • Abuse of the service itself: spam, malware, automated flooding, and attempts to disrupt the servers or other users.

Removal means our servers stop serving the content and delete any media we store for it. It does not reach copies on other servers or on your devices, and it does not delete your identity. In serious or repeated cases we may stop accepting content from an identity on our servers. Because the network is open, that identity can still publish to servers run by others.

Labels and your preferences

FUTO runs a moderation service that labels posts rather than removing them. The labels are Hate, Self-Harm, Sexually Suggestive, Sexually Explicit, and Violence. By default, a labelled post is covered with a warning that names the labels and who applied them, and you tap to reveal it.

In Settings, Content Moderation, you choose per label whether to Hide matching posts, Warn, or Show them. These preferences apply on your device. They never stop you from posting, and they are never applied to your account by us. See Content Moderation.

You can also block any user. Their posts and interactions stop appearing for you, on every server.

Reporting

Report any post from its "…" menu. Categories are Spam, Hate, Violence, Sexually Explicit, Self-Harm, Child safety, Copyright, and Violates Server Policies. Reports about content on our servers go to FUTO's moderation service.

We review reports against this policy. Most reports lead to a label, or to no action if the content is lawful. Content in the categories listed under What we remove is removed.

For copyright notices, law enforcement requests, and anything a report form does not cover, email [email protected].

Appeals

If your content was labelled or removed from our servers and you believe that was a mistake, email [email protected] with a link to the post. Appeals are reviewed by a member of the FUTO team, not automatically.

Changes

We may update this policy. Changes are published on this page with the date at the top.
